He is popularly known as “ THE ACTION MAN” and “ HARI NG ENTABLADO”, he conceptualized and initiated the following programs:
- STUDENT ASSISTANCE PROGRAM launched in October 2003 in 3 rural high schools and in few months later, expanded it to other 9 rural high schools. For the school year 2011-2012, the Program benefits 2,088 public high school students and 8,672 public elementary school pupils.
- EDUCATION, ENTERTAINMENT AND INFORMATION PROGRAM established in February 2004. This program provides regular multi-TV programming through satellite TV disks in selected rural barangays for the education of the youth and entertainment of local residents. As of this date, forty-four (44) satellite disks have been installed in 29 rural barangays.
- Launched the BAYANIHAN SA BARANGAY PROGRAM in January 18, 2005. This program is geared towards implementing priority infrastructure projects by providing technical and material assistance while the barangay, schools and community people render labor counterpart through “bayanihan”. As of November 27, 2011, 165 small infrastructure projects were implemented in different barangays and schools. Through this scheme, “the bayanihan spirit” is reawakened among local folks.
He conceptualized the newly added attraction in the City the “ PANGALIPAY SA BAYBAY” and spearhead its annual celebration at the newly reclaimed area known as Puerto Princesa City Baywalk in Barangay San Isidro and Bagong- Pag-asa aimed to boost local tourism.
Vice Mayor Lucilo R. Bayron also conceptualized the “OPLAN – LINIS PROGRAM of the City Government which won for the City the National Government Clean and Green Hall of fame Award. A Program considered as “ AN IMAGE BUILDER, A CONFIDENCE BUILDER, and A TEAM BUILDER. A very successful program that attracted other Local Government Units (LGU’s) to visit the city to learn from its experiences.
A Prime Mover of the PISTA Y ANG KAGUEBAN (Feast of the Forests). A yearly celebration at the heart of the forests in the city to plant thousands of seedlings to enhance the watershed areas. This festivity attracts local and foreign tourists and is participated by people from all walks of life.
Vice Mayor Lucilo R. Bayron is indeed a performer. But despite this overwhelming success, he remains to be humble and never fails to look back to those who have worked with him in helping the shaping the development of the city.
